Japan Solar Update: No.35 (Mar 6 ~10, 2023)
<Key points 3>
- Applications for non-firm type connections to the local grid will be accepted from April 1, 2023
- Non-firm type connections will be applied uniformly regardless of the availability of capacity on the local grid
- Output curtailment for congested grids will be based on S+3E merit order and follow the order and the method of output curtailment by re-dispatching method (of a certain order)
Non-firm connections to the local grid Acceptance of applications starts on April 1, 2023
Non-firm type connections will be applied uniformly regardless of the availability of capacity on the local grid.
Coverage and a method of output curtailment needed when the grid is congested
- It is appropriate to treat congestion by merit order considering S+3E even in local grids which have fewer dispatchable power sources (thermal power, etc.) and more renewable energy connections than bulk power systems
- The order and the method of output curtailment will basically follow the re-dispatching method (of a certain order) the same as those for bulk power systems
Rules of output curtailment based on re-dispatching method (of a certain order)

Non-firm connections are applied on a trial basis in the Tokyo area ahead of others, and grid congestion may occur from FY 2024
Publication and disclosure of grid information
- It is important to increase predictability of output curtailment due to grid congestion
- Information will be published/disclosed on the same items as for the bulk systems in principle, with correspondence based on the characteristics of the local grid
Supply capacity and handling of various markets
| Capacity market | Non-firm power sources can also participate in main auctions of the capacity market for the actual supply and demand of FY 2027. |
|
Supply-demand adjustment market |
Non-firm power sources can also participate in the supply-demand adjustment market for the time being (until about FY 2026). |
