Japan Solar Update: No.169 (Oct 6 ~ 10, 2025)
<Key points>
- Starting from the electricity generated in April 2025, certification of the amount of electricity will begin for storage batteries annexed to renewable energy generation facilities that are changed from the grid
- While clearly specifying the conditions for the certification of electricity amount, the method for certifying the non-fossil value is organized for cases suce as FIP facilities where the portion eligible for the FIP subsidy is converted into non-fossil certificates
Reference Non-fossil value for storage batteries annexed to renewable energy charged from the grid

Charging from the grid is possible from April 2024 for storage batteries annexed to newly-approved FIP-based generation systems, and from April 2025 for storage batteries annexed to previously approved FIP-based generation systems
Starting with electricity generated in April 2025, certification of the amount of electricity will begin for storage batteries annexed to renewable energy generation facilities that are charged from the grid
Conditions for certifying the amount of electricity when storage batteries annexed to
renewable energy generatin facilities are charged from the grid
- No demand facilities*1 or fossil-fueled generation facilities other than the relevant renewable energy generation facilities exist at a single demand site, including the location of the renewable energy generaion facilities
- The electricity used to calculate the certified amount must be measured using a specified measuring instrument under the Measurement Act
- When the electricity used to calculate the certified amount is determined by the difference in meter readings, the following requirements regarding differential measurement must be met
- Efforts should be made to ensure that errors in differential measurement remain within the permissible tolerance required for the specified measuring instrument
- The reading timing of each measurement instrument should be synchronized
- The wiring should allow proper diffential measureent, such as not placing transformers or other power-consuming equipment between the measurement instruments
- Each party should be able to access the meter readings as needed
*1 Except for the cases where the generation facilities, inverters, co-located storage batteries, or other equipment essential for the operation of the relevant renewable energy generation facilities consume only a negligible amount of electricity used by the relevant facilities
The method for certifying non-fossil value for each case is organized
- Efforts should be made to ensure that errors in differential measurement remain within the permissible tolerance required for the specified measuring instrument
- The reading timing of each measurement instrument should be synchronized
