Japan Solar Update: No.212 (Aug 3 ~ 7, 2026)
Japan has finalized new grid connection rules for utility-scale battery energy storage systems (BESS), introducing limits on the number of connection assessments each project developer can request. The reforms, effective from August and October 2026, also require proof of land use rights for new grid connection contract applications while providing exemptions for certain existing facilities. These measures are intended to improve grid connection efficiency and reduce speculative applications.

The new rule will take effect on August 1, 2026
- If the number of connection assessment applications accepted exceeded the upper limit as of July 31, 2026, the applications will be processed and responded to under the existing rules
- Applications submitted before August 1, 2026, but not yet accepted as of August 1, 2026 will be subject to the upper limit

Prevention of speculative reservation of grid capacity
The requirement to submit documentation demonstrating land use rights for project sites as part of grid connection contract applications for power generation facilities will take effect for contract applications accepted on or after October 1, 2026
Treatment of existing facilities
The results of the public consultation will be reflected
Documentation demonstrating land use rights will not be required in the following cases:
- Where expansion, renewal, or refurbishment is carried out on land where the project is already in operation
- Where additional land is acquired, if it does not result in any impact on the power grid, such as an increase in generation capacity
