Japan Solar Update: No.55 (July 24~ 28, 2023)
Kansai Transmission and Distribution co., Ltd. exercised its first renewable energy output control on June 4, 2023.
On the evening of June 3, Kansai Transmission and Distribution instructed power operators with solar and wind power plant of 500kW or more to stop power generation from 9:00 a.m. to 1:30 p.m. The total output of PV and wind of 330 to 570 MW (preliminary figures) was controlled offline for four and a half hours on June 4. This was the first curtailment conducted in Kansai Area.
On the previous day (June 3), Kansai Transmission and Distribution also made Japan’s first request to the Organization of Cross-regional Coordination of Transmission Operators Japan (OCCTO) to coordinate electricity capacity shortage based on the Electricity Business Act, which is in line with the state’s priority power suuply. Following the deirective from the OCCTO, Kansai Transmission and Distribution transmitted a maximum of 600 MW power to the areas of TEPCO Power Grid and Hokuriku Electric Power Company from 12:00 a.m to 4:00 p.m on June 3 to maintain the supply and demand balance in the Kansai Area.
