The Ministry of Economy, Trade and Industry (METI) has proposed a draft of response to the requirement for mitigation of output fluctuation in Hokkaido Prefecture. Based on the premise that the introduction of dispatching ability will be promoted*, it was proposed that the mitigation of output fluctuation will not be required for new power sources that will apply for grid connection in or after July 2023. The timing of physical grid connection will continue to be considered taking into account the progress of the deliberations by the future council meetings and the capacity of renewable energy and dispatching ability introduced. In addition, the direction of consideration was also indicated for the handling of existing power sources**, the handling of individual projects under grid access procedures***, and the subject of output curtailment due to lack of dispatching ability****. At its 7th meeting of the Task Force for comprehensive review of regulations, etc. on renewable energy of the Cabinet Office held on March 29, 2021, the members expressed the recognition that storage batteries are unnecessary in Hokkaido as measures against frequency fluctuations, and called for the removal of the requirement for mitigation of output fluctuation, etc. 

 

 

* Introduction of dispatching ability to be promoted by carefully examining the required capacity of dispatching ability through sophisticated simulation, etc. by the Hokkaido Electric Power Network.

** From the viewpoint of fairness, it is under consideration to apply the current contract for each of power sources.

*** Interconnection will be conducted under the same conditions as existing power sources to comply with the requirement for mitigation of output fluctuation. Those operators that do not wish to be connected under this requirement will be allowed to apply again for connection review after the removal of the requirements. **** It is under consideration that power sources that will undergo connection review after the removal of the requirement for mitigation of output fluctuation will be subject to output curtailment due to lack of dispatching ability.
